New York has become the 23rd state to authorize medical marijuana — though the program will be one of the most restrictive in the nation. New York’s law, which Gov. Cuomo celebrated at a ceremonial signing Monday, prohibits smoking the drug. Marijuana will have to be ingested or administered through a vaporizer, oil base or waxes.
